does the 44% garnered have the mandate ? hehehhehe
should it be 51% to get majority?
what if the election is bicameral like republicans and democrats so we would have a real winner.
lets take the 2nd voting as the selection from short list to determine the top 2 candidates.
then we votre on the top two candidates to get a majority (min of 51%) votation.
campainging say three days? between Bahay Kubo and Barangay Pasaway...
hehehehe
