I am not say I know this particular light can or can't take 7.4V input. But drivers like this:

17mm 1A or 2A Buck Driver - 2.7V - 14V - 1 Mode

Will take input from 2.7V to 14V, so 4.5V and 7.4V will both work. This type of drivers are very common in linear buck regulators. There are a lot of Chinese made lights out there that can take 1 or 2 18650, which use this type of drivers. The prime example is dgx600 vs dgx800. Same light head with two different size battery body, operate at 3.7V and 7.4V.

I got this for dris1000 or Brinyte div01.

According to this ODM, you can NOT use two 22650. Operation range is up to 4.5V

I have this myself. Input range is 3-8.4. I am pretty sure 3C, 18650V or 2x 18650 will work.
