As Marie13 says and even better with just a piece of rope and double enders you can remove when not necessary.
If you are small or tall enough, on a rocking boat, having to walk to the exit, you just attach.the top of the tanks to the dring waist, put the 1m reg in your mouth, and jump and do the setup in the water

I always use the top leashes. I’ll often clip the top leashes in really shallow water then move a bit deeper to get everything hooked up. They’re like having a third hand as I’ll have a hand on AL40 deco bottle. Hands are freed up with tanks clipped to me.

in some boats, you need to walk to the platform and shore diving entering the water with some waves, you just carry the tanks by the valve. By clipping the top leash to the waist dring you don't spend time and avoid losing your balance by trying to clip them at the chest. With the one meter reg in your mouth, you just care about entering the water where you have all the leasure to finalise your proper setup

Genuine Question: Why not ring bungees where you already have the direct connection to your top D-rings? Without the added faff and no doubt discomfort of a bit of rope

I can see why it might be preferred for shore diving - still looks a bit weird, maybe I'm missing something still

Where I dive, if you're "leisurely finalising your proper set up in the water you'll be swept off the site. At most its jump, fast okay and descend.
 
Haha. I’m short enough that with either my LP50s or LP85s clipped to waist D rings, the tanks would be dragging on the boat deck so much. :rofl3:

I don’t carry my tanks. They get rolled around everywhere. When uw, both tanks are just about at my knees.

Yes everything is fine. This is just my way of doing thing when I need to walk with the tanks on the side, I just prefer to hold them by the valves than having them at the chest.
Of course, if i dont need to walk, i just set them in their normal position
