Reading the article, it doesn't sound all that terrible as a country trying to get people coming but yet contain/track things and not let things get out of control...... Read the comments on the article and you get a whole nother take on it.....

Few detail questions like it talks about immigration in Phuket for travelers but wonder if we can come in thru Bangkok if you never leave the airport. Have to check if the condo is an approved stay location..... It is all complicated...

You need to apply for COE through Thai Embassy in USA.
How do you prove to them that you have been fully vaccinated as there is NO official vaccination record in USA?

Not quite, the CoE application is through ระบบลงทะเบียนคนไทยที่จะเดินทางกลับเข้าประเทศ which is then processed by the relevant embassy or consulate. The vaccination proof requirements don't seem to be overly strict -

- Please attach certificate of vaccination and its English translation, if the certificate is not in Thai or English language.
- Certificate of vaccination shall include personal details (full name, date of birth, nationality and passport number) and vaccination details (name of vaccine, date of vaccination and batch number of vaccine). If the certificate does not meet requirements of the Ministry of Public Health of Thailand or could not verify its authenticity, travellers may be quarantined for no less than 10 days.
- Travellers are required to present an original paper or a print out of online vaccine certificate to disease control officers once the travellers have arrived in Thailand.

So an online printout from whatever agency that performed your vaccination is probably fine.
 
I would imagine only the local Thai Embassy know what the vaccination proof look like in that country they are stationed rather than those back in Thailand. I cannot speak for the other countries but we have TWO separated copies, one for each injection taken. We have two types of vaccines available and both required two shots.
In our vaccination proof there is only full name, HK ID Number and type of vaccine injected and a QR code. Probably does not meet the requirements of the Ministry of Public Health of Thailand. But the Thai embassy in HK should know about this.

Trouble in USA is there is NO official vaccination proof.

I have no intention to travel to the Kingdom until this winter so I am prepare to wait and see.
 
Ours looks like this, and apparently there's over a hundred people from Israel on the first El Al flight to Phuket, so evidently it's good enough for Thais. I'm signed up for a liveaboard in early November, so barring major calamities, I plan to be there by mid-October.

It has fulfilled all the requirements and what else do they need.
The first 3 international flights arriving are all from Middle East(Abu Dhabi, Doha and Tel Aviv respectively).
By that time, mid-Oct, you can include those three islands over in the East coast or even Chiang Mai.
