And I will speculate the author of that article has never been to Playa del Carmen. The Playa boondocks are not tourist areas.

Puerto Vallarta used to be considered very safe, except perhaps on the outskirts of town to the East and South. On my trip last year a local warned me and my girlfriend not to wander any further back into one particular neighborhood and we were only two blocks from the malecon. We have stayed in 5 de Diciembre and Alta Vista and never worried about walking around at night. Now the news reporters in Mexico are saying not to visit "real Mexico" but to stay in the tourist areas, at least in Playa. I never felt all the comfortable in Playa anyway.

1) As has already ben mentioned, the Blue Parrot shooting was not about protection money. Your source has misinformed you.

I did once already, (in another thread), shortly after it happened.

The Blue Parrot was a BPM venue. The Zetas were unhappy with their cut of the proceeds. The shooting marked the end of the negotiations.

Happily for the overwhelming majority, BPM has moved on to other lucky locales. It was always a cluster, but injuries, near deaths, deaths, missing persons, and the mountains of trash became too costly in terms of treasure and perception to tolerate.
 
Come to Chicago , we have a large lake to dive in with water temps in summer topping out at 68. Only 750 murders and 3500 shootings in 2016, and thanks to all the dead gangbangers from the 2016 murders, the 2017 and 2018 murders are down 10%. As of today 1/8/2019 only 6 murders and 22 shootings.
Strange how 95% of the shootings are compressed in only 7 of the 50 city wards while the rest of the city enjoys millions of visitors a year with no problems.
Could this be a unique situation or does it happen in many large urban areas?

We both know that it does, but it doesn't fit the proper, popular narrative.
