I don't see it as "hassle" when you are bringing excess baggage. It is extra work, and requires extra space. I paid extra when I brought a bicycle from Canada. I didn't like it, but could certainly understand the rationale for it.

Then on top of all that...they squeezed in another person in the back row with us. I was like "Hey wait a minute. I paid for 3 seats so I should get 3 seats".

The police are monitoring traffic at the airport. They are stopping taxis from picking up airline passengers. I have seen several groups of people march it all the way back to the terminal. If you plan to walk out of the airport and avoid the shared van, you might want to rethink that. You might be in for a very long walk.

In part it is to avoid the traffic jam that would result from trying to get multiple planeloads of people all at the same time into taxis in that tiny area outside the airport.The shuttle was fine, but overall it just seems ridiculous to not allow taxis at the airport. I've never heard of another city that does that.

As convenient as taxies would be for some, it probably would cause a bunch of traffic chaos if taxi pickup was allowed.

Boeing 757 around 300 people. Have to use vans to avoid chaos.
Oasis of the Seas around 6000 people. Use taxis, no chaos.

The idea of mass scooter rental at the airport just made me laugh.
