A good diver can dive with either, only internet divers waste their life arguing over the finer details of bouyancy characteristics of a deco bottle.
That said, Luxfers do hang better, and I can see that very well as my buddy uses an luxfer 40 and I have a catalina 40. I would prefer to dive with his bottle, it makes it easier to handle. Mine is also painted yellow, while his is brushed aluminum.
However, I got mine for $38, after a fresh hydro and vip(tank was purchased at the end of it's original hydro for $20, $18 got a new hydro, vip and fill), and he paid $120 for his. If you have a choice between two identically priced tanks and one is lux and one is cat, I'd go for the lux. However, if you find a steal of a deal like I did, go for it!
Not to mention, I just read a hilarious story of a person who was handling multple bottles, and accidentily let loose a luxfer which was light, and watched as it floated away while he was stuck decoing at 20 feet....it's possible that a catalina at the same pressure might have been neutral or less bouyant, and he might not have lost it. Luckily, it floated into some weeds and he got it back
