I think that even if you live somewhere cold, the benefits of doing the training in WW far outweighs the disadvantages.
You´ll get far more time uw in your course and you won´t be nearly as wasted after a few days of deep dives as you would be otherwise. If your course stretches over 4-5 days, cold water, will have significant impact on your ability to learn.
Once you´ve passed the bar in WW it´s fairly easy, IMO, to go back home and slowly progress to the point where you can pass that bar in cold water with the equipment necessary...Before taking on such a course you should have a substantive amount of experience in cold water anyway so, speaking from personal experience, the "ww to cw transition" was fairly quick and painless...
