The Gili Islands in Indonesia are great for May through September. Wonderful visibility, affordable accomodation. I was at the Blue Marlin Dive Center for May to August and the weather and diving were superb, though mantas usually come later in the year. Also did Moyo liveaboard. Brilliant!

Not as expensive as some think, we have inexpensive hotels, great shore diving and prices are cheaper/same as many places I have dove. You are not going to find prices like you can in some 3rd world countries but I know operators that set-up some great packages. PM for details.
