Can anyone tell me what year it is? Is it a j- valve? Can you still use j valve tanks?

Look around the top of the tank, you will see several sets of numbers and letters. One will contain 3AA or 3AL, the AA is a steel tank, the AL is aluminum. Next look for 1 or 2 numbers, a special character followed by 2 more numbers something like 2$68 . The 2 is the month, in the example Feb, the $ is a special mark (brand if you will) of the hydro facility and the last 2 numbers are the year, 1968 in the example.

As for the valve, yes that is a J valve and as long as you understand it's operation there is no good reason not to use it, reguardles of the BS some will tell you. Assuming its operating properly.
