Burst disc in valve, how to eliminate?

The burst disk is a safety device mainly for the person/shop filling the tank. After seeing the results of a tank that an individual that tried to over fill/pressure a tank it was not pretty. Looked like a bomb went off. Took out the re-enforced concrete tank. Lucky the individual filling the tank was out of the room when it blew.
