What is the best Regulator and Primary to buy currently

Methand - a better question to ask is: 'are there any bad regulators out there?'. If you buy a decent balanced reg from any major manufacturer its going to be fine.

Yes - there are small differences in ease of work on machine tests between units that are used by advertising execs and magazines to sell their product. Atomics, Apeks and, previously, Scubapro, were the darlings/sponsors of many a magazine article and market themselves at the premium choice very well. Poseidon also have a dedicated following.

But in terms of a noticeable differences while diving - you need something that will smoothly deliver to two divers overbreathing off the same first stage at depth, and any top line reg from any manufacturer will be able to handle this.

Get something that the LDS’s in your area can carry and can service. Don’t worry too much about the brand.

If you want to do something unusual such as ice diving then some regs are better than others when it comes to not free flowing. However for normal diving then any normal reg will work: I've dived with guys using home-brand el cheapo regs that breathed just fine at 200 feet.

Welcome to SB, Mehtand. I'm a relative newby here, too and have found tons of great info here.

I like Atomics myself, and you'll find lots of Apeks, Scubapro and Aqualung fans here, among others. It's hard to find a bad reg these days, but if you want to do some research, you might poke around some of the reviews here (though I believe Scubapro wasn't included in some of the older reviews there):

If at all possible, you should try renting or demo'ing some different regs to see what you like. They are all going to breathe pretty well, but you may like the ergonomics of some better than others. We rented and liked Atomics a lot, so we just bought some (used, ex-rentals).
 
Scuba pro is every where
Dive shops use Mk 2 regulators alot in classes
I have used MK2, Mk11, Mk25
I purchased a Mk 11, same as MK17 Without dry amb chamber
Good Reg
Mk 17 or Mk25 Very easy breathers if you Have the $
Hard to beat simple MK 2 or MK11 easy on wallet also
 
It all up to what you want to do with the reg i dive atomics on my back gas but a sherwood blizards are great cold water regs too and apeks work awsome too but try to get a selaed unit
 
Another vote for the Atomic B2 here... (unless you're doing > 40% EANx, for decos, or stages, in which case you'd want the Atomic M1)
 
Apeks, Atomics are top tier

ScubaPro, Poseidon, Zeagle are close by. some people would also list Aqualung
(they now make Apeks) (some people may list Poseidon on the top tier)

you can't go wrong with any of those regs

Unless you have some specific technical need that drives you to a specialized regulator, just get an Atomic B2 and be done with it. Wish I had the first time around.

Hopefully within the next month I will be purchasing my B2 reg from conch republic divers
