Given the difference in the 3s it looks to me that the requal shop had a year stamp "23" and then individual month stamps "3". Which is not surprising given the RIN "D830" is a single stamp.
 
Got my "bad-alloy" one sitting next to me. It is my Reg bench LP test reservoir. Not worth the hassle of getting a hydro when all it is going to see is 600psi max.
 
Tank or bottle, fully interchangeable even in the same sentence.
