What happenned at the breakwater (7/15)?

I was at the breakwater yesterday (7/15). At around 9am, a fire truck and an ambulance came with sirens blazing. After about a half hour, the ambulance left with sirens on again. Presumably, there was a "victim" inside needing treatment.

Anybody know what happenned? I'm not sure if it was scuba related or not.
