No. You MAY be lucky and see one (I've seen one in seven years of daily diving), but you need to go to the south of Belize at the right time of the right month to have much certainty.
 
The closest whale shark charter to San Pedro will be from Belize Adventure Lodge on Spanish Lookout Caye, 25 minutes from Belize City. Hugh Parkey's do 2 day whale shark trips to Gladden Spit with overnight at South Water Caye. Check out Hugh Parkey's Belize Adventures for pics and info.

Might as well just fly down to Dangriga and stay at Thatch Caye. Cost you about the same for much better accomodations and you can do some wall dives in the marine reserve along with the whale shark dives while there.
