I'll be visiting the Lake Tahoe area during the first couple weeks of July. I'm not sure whether to bring my 7 mm or my drysuit. What is the water temperature on the surface and at depth?

At the surface it's in the upper 50's-60's. A couple of friends did a dive on the wall a couple of weeks ago and it was about 37-39 down below 200', so it really varies. I'd say your 7 mm should work ok unless you are planning anything with helium or going deeper...personally, I'd bring a drysuit.
