Here is a recent story about a professional diver in Egypt that witnessed an incident of underwater sexual harassment of a tourist by a snorkeling instructor. He documented the incident with his camera and reported it and a News agency published it.

Wow! Horrible. Totally creepy and very unproffesional. The dude needs help. A leacherous old horndog like that shouldn’t be a position of dealing with the public.
I’m sorry you had to endure this. If I was your dad and learned about this I’d have had some serious words with this slime ball.
Just the fact that he touched you in any way without your permission means it was an assault.

I don’t like throwing around the word assault but I can’t lie and say I didn’t feel assaulted. Thank you for your support, I’m glad there are people in the community who are kind and positive and supportive

I have emailed PADI about this, as well I have posted on tripadvisor and reddit as you see in my post!
A note: the review about them making fun of dive equipment, Paul did that to me as well which really bothered me as it was unnecessary and very unprofessional!!
Thank you for commenting those other reviews. So disappointing they’ve stayed in business as long as they have.
And yes that’s him!! People should recognize that face and know what he really is, someone who has a blatant disrespect not only for his customers but for women in general. Thank you for your comment!

Sorry for you to go through that experience. Paul appears to be the owner, as well as boat captain. I don't think he will be in business much longer with that behavior.

I’ve sent PADI an email, so hopefully they investigate further into this. There has also been reviews of people saying the dive masters partake in substances before diving which right there should be enough to shut the place down.

I am so sorry that happened to you, it must have been terrifying! I am glad that you reported it to the police and that you are warning others about your experience.

While I don't condone violence out of principle, I can't help thinking - in private, of course - that creeps like that ought to receive a knee where their legs attach to their torso. Preferably as hard as possible, and if his family jewels get stuck in his throat, that'd be a bonus.

That's fantasy, of course. In real life, it's almost always better to keep your cool and report through proper channels. But a guy can dream...

While I agree on principle, it's a sad fact that experience has shown that the OP's story is quite believable. And way too common.

Until the accused party chooses to answer, we only have the OP's story to base our opinion on. And the longer it takes for the accused party to answer, the more the OP's story gains credibility.
