Want a Dive Computer, Have cost limitations

If cost is the priority, then spend some time snooping on Ebay.

Most computers provide nitrox nowadays, all have some form of backlight/illumination. All provide NDL, bottom time, depth, ascent rate and surface interval desaturation calculations.

PC Interface isn't universal, but not critical either. The Suunto Gekko (fore-runner of the Zoop) could be easily hacked for that - software download to the dive manager program, not the computer, so don't discount it, as they go cheap second-hand and is an otherwise great computer.
 
Ill second/third/fourth a Gekko or Zoop. I had a Gekko for years until I lost it, very reliable, simple to use, user replaceable battery and cheap.
 
I also can recommend a Zoop (I own one) which can be had new for about $300.
