Shouldn't things be clearing up by now?

I did a long dive at the Breakwater last week (115 mins), Scott and I swan from #1 right to the end. The viz was around 40 feet. When we turn the dive the tide was coming in, the viz went from 40ft to 15ft in a manner of minutes. So really it all depend on the tide. 30 ft is pretty good for the Breakwater.
Now I wonder how the viz in the inlet??
 
Today's Victoria vis reports:
Just South of the Oak Bay Marina= 20-30 feet.
Ogden Point= 30-40 feet.
Brentwood Bay= Awesome! Around 50 feet as soon as I put my head in the water. Once I swam out farther, vis was closer to 80 feet or so around 30 feet deep. That's the best vis I've seen in the shallows in B.C. yet.
