Technically, the state of Florida recognized Hillsboro County (tampa area) to Collier County as Southwest Florida.
 
None of those maps show what the state "officially" recognizes as SW Florida. Are you sure there is even such a recognition? I don't think any of those maps are all that good at defining SW Florida. While it is never a valid source, the Wikipedia map comes closest to reality.

There is consistancy among the state break downs as to the regions. DOT, State Parks, and Water Management report directly to state officials. The State Parks is the most directly tied as the Parks manager reports to the Gov! The State Parks break down should be based on the same one the State of FL bases the districts on as the parks employee's are employed by the state.
 
I do like maps! I love a good topographical map and compass. I used to hike/cycle all around the region when I was in my teens. Still do now, but its on much shorted hikes with the kids :)
