What is the approximate value of Sherwood Steel 80's. The are out of hydro / vis, but are stored with air in a climate controlled room.

Knowing your local service fees would help. Let's assume $25 for a hydrostatic test and $15 for the VIP. From the get-go you're in for $40.

Next you can consider risk. Being in a climate controlled room is nice but the real concern is what's happening inside. I would be more concerned about finding rust of concern when the valve is removed than hydrostatic test failure.

What will a new comparable cylinder cost you? Is this a HP cylinder? Let's say the going retail price for a new one is $250. Say if you can get into it for 50% it's worth assuming some risk. $125 less the $40 = $85. I'd consider that the high end and try offering something more like $50.

If the seller will agree to the conditions of it passing all tests before payment then $75 might make sense. Remember that it's possible that the valve may need attention.

As a point of reference vintage steel 72s can often be had in the $15 - $25 range in a similar state. The 80 CF is probably worth a little more to most divers so some premium is logical. Based on that even offering $35. is worth a try, it's a lot easier to raise your offer!
