From the description on the link, your friend is qualified to dive, especially now that we've cleared the fact that he's been diving until recently.

PADI also has an Experienced Diver program. All he has to do is call a PADI shop, arrange for a Scuba Review, the PADI OW Final Exam and do the four open water dives. He then qualifies as a PADI OWD.

It behoves the shop to give him a very good price to keep him a a customer.

For your everyday PADI student, though, that test wouldn't make business very good for the LSD...that's all I meant...but that, too, is beside the point, I suppose.

fair warning: doing lots of pushups (or, rather, trying to) after a long break isn't good for morale!
 
I do them, Navy divers, an experienced diver rating at cost. They pay for the dive fees and card, meet the other requirements. I don't see a dime. Thanks for their service. If business was better they wouldn't pay that. I do supply any equipment they need and air gratis.
