Why can I dive Truk but not the Arizona?

The Arizona is not only in US territory it is also in an operational military harbour. The wrecks in Truk are not in Japanese territory Enforcing the rules in the former is much easier for the US Govt. than it would be for the Japanese Govt. in the latter. Even then, the Japanese Govt. is hardly in the position of dictating to Chuuk islanders what goes on in their waters given the history of the Japanese occupation of the islands.
