Tubbataha in Mid March - worth it?

Hi,
Is it worth it to make a trip to Tubbataha in mid March? How is it compared to the middle of the season (sea conditions, things to see, etc.)?
What are the chances of seeing manta rays and whale sharks?
Is southern Leyte better at that time of the year?

If I have a CHOICE I would wait until mid Apr.
Divers who go to Tubbataha tend to look for pelagic instead of macro and Southern Leyte does has a couple of very good macro sites.
Finally, Southern Leyte could never match Tubbataha any time of the year.
I had met divers who were very disappointed with Tubbataha because they did not see any hammerhead, manta, whaleshark etc etc! Please remember that reef is huge.
