When setting up a rig for doubles, where does thumbwheel size factor into the equation.

1/4 x 20
3/8 x 16
8mm.

Am new to the whole doubles rig process, just trying to learn the terminology.

All Thread or bolt, thread size, pitch.
 
The thumbwheel size is in reference to the thread pitch and diameter of the bolts that came with your bands.
They're all different, my Dive Rite bands came with 1/4 x 20Threads Per Inch(TPI), all-thread.
You must be looking at the DSS rigs. If so, those delrin thumbwheels are nice.
The thumbwheels replace the wingnuts.

In the US the most common tank band bolt size is 5/16 x 18 and the next most common is 3/8 x 16. You need to have the actual bands to be sure as most band makers have produced bands with both size fasteners.

It's always a good idea to have both sizes of wing nuts / thumbwheels in your Save a Dive kit as you will inevitably encounter a tanks with both.

I was mistaken, my Dive Rite bands came with 5/16 x 18 all thread.

In the USA...
8" bands almost always come with 5/16" x 18 bolts
6.9", 7" and 7.25" bands often come with 3/8" x 16, less commonly with 5/16"

Some people have (rarely) swapped fasteners to metric.
