Does the material not allow for making holes?

Is it typical for undergarments to be made such that you have to make a hole to retrieve Mr. Happy? I would have thought that it was a standard expectation for a pee valve or at minimum easy access.

FWIW: The zipper on my Bare undies can open from the top and/or bottom.
