Sounds like price for Helium AND cylinder. Very easy to ask the question wrong, or the clerk answer the correct question wrong.
That's cheaper than the exchange price in the Duluth area. When I asked Ryan Staley (of Discovery the only liveaboard in the Great Lakes) what he was paying last September (2021) it was $900 for 300cf.

Exchange = just the gas not the cylinder
