So I'm looking at an LP PST tank on eBay:
PST 100cf LP(2400psi) Steel Scuba Tank with Yoke/DIN Valve - Current Hydro! | eBay

I'm currently high bidder but reserve isn't met and there's a couple days left so I'm sure I'll get sniped if I want to let this one go...

In messaging the seller, I'm pretty sure this is an LP104. Seems PST is out of business? I found some threads talking about REE #'s but couldn't find any that seemed to fit this tank.

Comments? (Opinions now completely wanted.)
 
I was told locally (Indianapolis) that the issue is not how to calculate if the cylinder passes the '+', but that there is an additional qualification that must be submitted to the DOT to be capable of issuing a '+'. Since scuba cylinders are a very minimum piece of their business it is not financially viable to pay for the additional certification. I can't find any DOT regs that confirm or deny this.

Anyone have any insight?

Bogus... They are already doing a DOT log and it's just a little more detail in the entry.
