What was wrong with the turtle, did thet tell you?

No they never did tell us.
 
A number of things can cause one to be unable to dive, due to gas being trapped under the shell. Usually infection due to some type of trauma.

Jekyll Island, Georgia has about a half dozen that have similar problems.

Are these injuries able to be dealt with at rehabilitation centers?

Apparently in many cases they are successful, and release the patients once complete. But I am no expert. If you get a chance go to the Jekyll center, they have excellent tours and allow you to really see the details of what they are doing.

But one case they have is a large Leatherback (I believe) that although they have taken care of the physiological condition, the big guy just refuses to dive. But they have "behavioral conditioning" programs even for that. :D

This is from their website on what to do if you should spot a turtle in trouble while in the Florida Keys.

If you spot a sick or injured Sea Turtle in Florida, you should immediately contact the Florida Fish and Wildlife Conservation Commission at 1-888-404-FWCC (*FWC or #FWC on your cell phone).
The FWC has a state wide network and coordinates resources for the rescue of Sea Turtles.
You may also contact the Coast Guard (VHF channel 16)
If neither of the above are able to assist you, please contact The Turtle Hospital in Marathon, Florida.
