What do you want to repair on a tank?

I want to change the tank valve, burst disk, knob. Also want to clean inside of the tank. Need information on proper tools and technique..

Soda blasting works without "work-hardening" the metal.

The only special tools you need to work on valves are a notched screwdriver to remove the handle ( you can make one yourself or buy one cheaply) and a torque wrench. And some people don't bother with the torque wrench.

When servicing a valve, replace the seat, burst disc, and all soft parts like o-rings, handle washer, and Teflon packings. Other parts that can be replaced if damaged are the stem, spring and handle, but those are rare. I service valves every 5 years when the tank is hydro tested. Otherwise it's only if a problem develops.
