Look at OXYHACKER's signature, "Vance Harlow"
 
Sorta both, they use a max relative elastic expansion to reject cylinders in the hydro process.

Many hydro shops want the REE numbers stamped on the cylinder because it makes their life easier.
 
Yes, the measured limit is given as CCs and Vance is correct that REE on the tank actually means "reject". But limits are also proportions and are expressed as a %age. Without the REE, hydro facilities have to consult allowable precentages. With the REE they can be lazy and just look at the tank crown.

This is most prevelant with plus rated tanks. Having the REE on there makes it much more likely that the plus will be renewed.

I can't find that exemption on the DOT page. Did a search and only come up with permits with at 5 numbers
Try Faber or Norris.
