DOT for SCUBA, hydro 5 years aluminum and steel. NO VIS required between hydro. Dive shops and Service shops "want" a VIS before filling usually. I fill my tanks and do my inspections, so I bypass that crap.

I think pushing a tank to 5/3 pressure every year over works the material.

Practically speaking, here in the US, annual 'visuals' ARE required, you'll never find a dive shop to fill a scuba tank without a current 'VIS' sticker on it.
 
Fire extinguisher shops are usually the place to go. Do a quick google search, that'll tell you.
If not then call a local FD and ask them.
I would avoid asking or taking them to a dive shop. They usually want you to let them handle everything so they can double the prices and make a profit. Not that that's a bad thing, but if you want to save a few bucks take them to where they go yourself.

“Never” is an overstatement, most shops I go to fill my cylinders without a VIP... current hydro for sure, but no VIP.

In fact, if the shop you use exclusively for fills demands an annual VIP ask why there is so much water vapor in their fills that they feel it is necessary. ;)

In the United States, a visual inspection is NOT required by the USA DOT every year though they do require a hydrostatic every five years. The visual inspection requirement is a diving industry standard based on observations made during a review by the National Underwater Accident Data Center
 
Under the regulations for DOT or TC cylinders - VIP required before hydro Steel and Aluminum. Eddy test for aluminum not required as part of VIP, but I have it done before hydro to check it out. If it fails eddy I pitch it. Slowly, but surely, I'm getting out of aluminum. Frankly, I still have 2 US Divers 1980's tanks that are E6498, re-certified to 3AL and they pass VIP, eddy test and Hydro every time.
