D9 temp sensor reads high (115F) and does not go down (out of the water). Will this impact the other functions of the watch in water ie dive time. That is, is the temp sensor also connected to other functions?

No,

As I'm sure you already suspect but want to confirm, water temp is not part of the Suunto algorithm. There is a lot of suspicion that being cold can increase your chance of DCS but your suppose to dress appropriately and not get cold. To my knowledge no one's algorithm automatically adjusts conservatism based on water temp.
