Not doubting your identification of the camera but the article did stateWow I don't know what's going on in this thread, it certainly doesn't make me want to return to Florida as a tourist to dive, but maybe that was the intent.
Anyway I thought you might like to know that the camera at the start of the news report, the one on the green pole with a solar panel over it, appears to be a cloud ALPR license plate recognition camera from Flock. It's not watching people. It's recording licence plate numbers. FOIA requests for contracts with Flock from any of the local government agencies should yield information as to which agency owns that camera.
