The whole discussion re conditions is moot. Regardless of where you are staying, if you have transportation, you can get in the vehicle and go to the shore dive site that is in the lee if the weather is bad. It is very unusual to be blown out for more than a day if you have the option of shore diving Cobalt, Lighthouse, Turtle Reef and Sunset. Just remember that these operators don't generally allow outside tanks so you have to sign in separately at each place, except Lighthouse/Cobalt which are both run by Divetech.
