Timeshare Contract does state the use of Non-motorized water activities included. Since being on the pier is non-motorized It is included. So yes I can use the pier as I can only due minimal damage and the resorts bean counters have determined the cost is easily absorbed within the hotel charge.
However those people feel the constant maintenance caused by the pulling and crashing that boats do when tied to the pier far exceeds the maintenance expense of a person. They feel it is the boat owners responsibility for additional fees as it is their boats that cause the extra maintenance.
Airports do not charge a security fee just to walk around the lobby or the outside public ground. However the airlines are required to pay a security fee for every passenger that must go through security to get on the Plane. They then pass that fee to the airport for the cost of providing the security. The fees are incorporated in the price I payed to the Carrier. Except a few places I've been to, had to pay cash at airport. (cash for dictators and politicians) This analogy was give to me by an assistant manager. O my!!
