I have had experiences with this and I will agree with twhi. It is very important to know how and when to approach a violator but more important to know when NOT to.

I've had a few confrontations. They usually deny that they were fishing, often as I'm staring at the poles in the bed of their truck after watching them gut a fish on the bank. It is too bad.
