My wife and I have worked out a system: The more sensitive or expensive gear goes into my backpack, and the large/bulky stuff goes into a big Mares roller bag that gets checked. This keeps the sensitive stuff away from the baggage handling system.

My backpack gets both reg sets, computers, masks (I carry two prescription masks), and our lights because of their batteries. Total weight is around 25 pounds. We have Travelight BCD's which compress well, big fins, thin shorties, etc. that easily fit into the roller. "Excess" space is consumed by clothes and non-diving travel supplies.

When we reach our destination the non-dive stuff comes out of the roller, the backpack gear goes in, and then we are 100% self sufficient with a single, easy to roll bag containing complete support for two divers. If our big bag is lost, we can rent everything that was in it and still feel safe because the critical gear was in our possession the whole time. Yes, BCD's are critical too but you can evaluate a rental BCD pretty fast. Things like regulators don't always reveal their poor upkeep until you're at depth.

The camera gear is the killer. They can grab other stuff to make me check it , but I’m going to hang on to the camera mask and regulator 😊
 
I have an Aqualung setup: airsource2, mikron regulator with 2 hoses, ziva travel bc, i770c computer with transmitter, hot shot fins, prescription mask, 3mm wetsuit. Fit that plus clothes, swimsuits, rash guards and toiletries in a roller board and back pack. Did liveaboards for a week in the Red Sea and Oman all carry-on. Went through Amsterdam, Cairo, Hurgradha and Paris, Dubai, and Oman all without difficulty. When questioned I just said SCUBA gear and got waved through. Oh, and I have a cheap pair of aluminum tip protected trauma shears which can go onboard. Delta, Air France, Air Egypt, Emirates, all no problem.
 
If it is boat diving, would you consider just renting full-foot fins, on location? Then you could skip the booties too (and trying to dry them)

Can the ScubaPro Supernova fins back-kick well?

Some short/stiff/light Oceanic Accel fins can back-kick. Limited on top speed though, for chasing young DMs or fighting currents

5-foot hose is plenty for open water 'DIR'

Which other countries besides Japan require you to carry a DIN adapter? That's the only place my DIN regs have been a dealbreaker, so far.
