On a dive boat I had to squat rather low to get my gear on. At that same awkward height my challenge was to stand up. My tank was in a rather deep hole with little wiggle room at the top.

There was no room to put my gear elsewhere to put it on. Fortunately, staff pulled the tank straight up so that I was standing.

What exercise could I do to be able to accomplish this feat on my own.

My wife and I were both Scuba Instructors and owned a dive store. My wife had issues with her back and was not allowed to lift heavy objects with her back. What she ended up doing was strengthening her back which took a couple of years to do. Meanwhile we made sure that her destinations and dive operators allowed for putting her equipment on in the water. There are just too many dive destinations that could accommodate her needs. Dive boat design has come a long way so you can find a dive operator that has better set ups for your needs.
