Best bet is Catalina, shore diving the mainland can be hit or miss
Catalina is a great spot. You can take the Catalina Express over to the island and dive in the dive park. You can also catch a boat right from the island, or take a dive boat from the mainland to dive sight just off Catalina. There are several good boats In Long Beach / San Pedro area. If you need specific information, feel free to ask and let me know more about where you are staying any which days you would like to dive. 
Another vote for Catalina (but then I live here and have dived it for 45+ years). To get the best experience for the buck, I'd recommend taking mainland-based dive boats to the island as the cost is comparable to taking a passenger ferry to the island, parking, getting your tanks filled and eating.
