Not from my experience. They do retreat but they're not super quick. I think of them as related to maybe a massive christmas tree worm.

i lightly touched one on one of my dives on saturday. it kinda stuck to my glove a little but it didn't retreat at all
 
Yes the sea pens will retreat if you touch them. but not fast :D

Mario, you might be thinking of the Plumose Anemone. They retreat pretty quickly, but only back into their tube, not into the ground.

(Erika will probably recognize quite a bit of this, this is my favorite dive up there!)
