All previous replies are correct - however, you could also get blown out at that time of year in the Bahamas, or the Caribbean for a few days; its happened to us a couple of times in Little Cayman, and Cozumel. Its that time of year.
Unless its REALLY rough, for better or worse, majority of operators will venture out in iffy weather - but its not fun, its cold, and the viz can be poor. And the same weather pattern mostly holds from Jupiter - the upper Keys - if its 4 - 6 in Ft Lauderdale, its not flat calm in Islamorada or Key Largo.
OTOH, best vis I ever had was in January a few years ago off Miami - you could have the best or the worst, and that time of year your chances of getting blown out - or conditions you would not consider pleasant, are much greater than during the summer months.
