What should I expect to pay for a new membrane system that fills at about 4 cfm?
electric single phase 220.

Is there a company out there that puts together the whole package?
 
There's more to it than just the HP compressor and the membrane system. Look at Nuvair.

Basically, you need a supply of air to feed the membrane they eat a ton of it. Mine uses about 15CFM at 150 PSI. You and either bank air to feed the membrane or you're going to need a separate High volume compressor and will need to run them both at the same time. If you have a 2nd compressor oil less is preferred otherwise the filter stack prior to the membrane is about $1000.

As far as price, I would guess about $10 to $12K for something in the 4 cfm range.

I bank air, so this may not help you.
I have about $7,000.00 tied up in a compressor, storage bottles, o2 stick and filters.
At this point I do a partial pressure fill, but have the set up ready for a nitrox stick and bank system.
Is this for your own use ?

Yes. Personal.
Nearest Nitrox or Air for that fact is an hour away from where I keep my boat.
Looks like investing in some tanks is going to be the solution.
