I usually cut mine at a slight angle to make it easier to insert, then melt the cut end with a lighter. Be careful not to "mushroom" the end or else it won't fit through the buckle. Lastly, it's better to cut too little than too much. :D
 
As far as mushrooming the end when you melt it, I've had some success mashing the melted nylon into a smaller shape sometimes. But, you have to be VERY CAREFUL not to burn yourself, because that molten plastic will stick to your skin and not stop hurting until next week! And sometimes it sticks to whatever you used to mash it. The best way is to just not melt it too much and it comes out right on it's own.

Sharp scissors to cut (but not too much) and a small propane torch (if you have one) to seal the edges; matches work but not as well.
 
When I ran with the fire company, we used to heat a knife with a propane torch and then cut the webbing on the angle. The knife melts through the webbing, plus you can use it to smooth out the edges. Note: Use a hot mit or thick leather gloves.

I looked the other day @ a 2" web one I shortened about 20+ yrs ago for our daughter by only cutting it off with scissors & it looks great....ie did not burn the end etc....try it...
 
If you don't burn it it will fray given time and use. Any hardware or climbing shops in the area? Most of them have neat little devices made for this; they're basically a heated blade like Poe was talking about, and they produce a beatiful, thin solid edge. Failing that, the heated knife is the way to go.
