As kkfok mentions, Sangalaki in Indonesia. Mantas guaranteed. Lots of them. Big ones. Close encounter.
Your problem after that is where to stay. If you look at posts on Sangalaki Diving Lodge, you will realize that they have a problem with price/quality ratio...
You can try from Derawan, or Nabucco which are close to Sangalaki island, and make day trip from there.
