I love my Seawing Novas, but I'm having a problem with my buoyancy. When I'm moving, I'm perfectly horizontal, but once I stop to have a look at something, my legs tend to go up. If I completely relax, I in fact go head down, fins up... I'm diving with a steel backplate and 6 pounds of weight on a belt.

Are ankle weights the only option here?
 
it has nothing to do with your fins. the most buoyant fins I have ever seen where a whole 4-5 oz positive. for that matter the most negative fins I have ever seen were about 7-8 oz negative. that's less than 1/2 lbs.

try shifting your tank down, adding a small tank weight, or trim weights on the bottom cam band.
