I'm assuming you mean the SDI Open Water course - it does allow you to get air fills but not nitrox.
 
SDI has a shallow water diving course. It is not for scuba. It is for using the shallow water system. It is not full OW. For example there are two dives with a max of 30 ft.

The shallow water system is, I believe, where the tank floats on a raft and the diver has a long hose of about 30 ft and breaths through a single regulator. A commercial version would be SNUBA.
