I second what has been said by several other posters. Switching from Mk17/G250V to Mk25/S600 for cold water is an absolute non-sense, both for first and second stages.

To clarify, looking for A700 performance in cold water vs the benchmark g250v, with mk17 as the first stage. Forget about changing the first stage, or the mk25 and s600, agreed they are not for these extreme conditions.

mk17/g250v is a great setup for this, I just came across a good deal for some A700's and debating if it's even worth switching. i.e. if the A700's breathe even better with no freezing. Or if this would be to switch for the sake of switching.
 
Yes, it would be switching for the sake of switching. The G250V as well as the nearly idenitical original G250 it is based on have excellent records in cold water.
 
Mk17/g250 is a great setup
The mk25/s600 is US Navy approved for 190' at 38 F and the Mk17/G250 is not
Things on the US Navy list are there not because they test everything but because they were tested and approved
