i have a large halcyon like above and am rigging it with a co2 cartridge. cant fill it at 15 feet without going to the surface. called halcyon and they agree they aremaking a different model of it now.
 
The bigger they are the harder they fall... I mean, the harder they are to inflate from shallow depths. Make yourself negative first, and fin down as you inflate to hold position. Make sure you're ready to shoot it without having any potential entanglements with the line/reel/spool. Onbviously make sure you have your basic skills right before attempting this.

Or, get a lower volume one, the small Halcyon oral inflates (or their other-brand equivalents) can be fully inflated with one good breath. Or inflate it earlier if your dive went deeper and tow it until you're ready to surface


Finally, as a source of "backup" buoyancy it has an application. This could potentially be a concern to some divers using heavy gear that would be negative even without any weights. In the case of a failed buoyancy compensator, the DSMB can offer them a way to stay on the surface. In that case you kind of hang on them the way you sometimes see people using those long foam things at the swimming pool

Don't forget to put the dump valve at the top so you can release air as you ascend and have a controlled ascent
