I just bought RX-100 in Acquapazza housing.
I have two S2000 strobes, and in my previous camera Oly XZ-1 I used 1/64 power of internal strobe to initialize external strobes in wide range of shutter time 1/15 - 1/1000
In Sony there are three options for internal strobe. Do You know what range can be synchronized for each of them?
What are Yours preferences to use internal flash mode?

Not exactly sure what you mean by "slow sync". The strobe should sync with your camera at any shutter speed. Typically 1/30 is about as slow as you can shoot underwater, unless you are using a tripod.

Slow sync is an option for your program or aperture mode so that the camera exposes with a slow shutter speed and balances the background so that it looks was equally exposed
The slow shutter speeds are not really usable underwater unless you want some kind of effect
